    LINCOLN — Nebraska Governor Jim Pillen is open to calling a special session to tackle Winner Take All, but he wants to know he has the votes first.

    Pillen has been vocal about reinstating the winner-take-all system for electing presidential and vice-presidential candidates, awarding all electoral votes to the candidates who receive the highest number of votes in the state.
