Barbara Lacina
LINCOLN — Barbara Lacina is now serving as director of the Office of Economic Assistance (OEA) in the Department of Health and Human Services (DHHS).
“I am honored to have this opportunity to lead OEA and serve families across Nebraska,” Lacina said. “I look forward to working alongside our dedicated staff, local communities, partners, and families to strengthen our programs that make meaningful differences in times of need.”
Lacina succeeds Shannon Grotrian, who has transitioned to the role of DHHS Chief of Staff. Grotrian had served as director since OEA’s creation. OEA was formed from the Children and Family Services (CFS)’s Economic Assistance and Child Support Enforcement teams in January 2024 and includes the Supplemental Nutrition Assistance Program (SNAP), Aid to Dependent Children (ADC), Low Income Home Energy Assistance Program (LIHEAP), and other programs.
Lacina has more than 30 years of public service experience spanning federal and state government leadership roles, including her most recent role as Regional Administrator for Region 7 with the U.S. Department of Health and Human Services’ Administration for Children and Families (ACF). She has held several leadership positions in Virginia and Iowa, managing statewide programs and advanced efforts focused on economic mobility, workforce participation, family stability, and community development.
Lacina also holds a degree from the University of Iowa and has received numerous professional honors, including the Governor’s Champion of Change Award, the National Child Support Engagement Association Emerging Leader Award, and the Office of Child Support Enforcement Leadership Award.
“Barbara’s ability to bring people together, foster collaboration, and drive meaningful results will be a tremendous asset as she takes the lead in OEA,” DHHS CEO Steve Corsi said. “We are excited to have her leadership, expertise, and vision as we continue our work to strengthen economic opportunity and improve outcomes for the people we serve.”
